In order to legally arrange our JW Travel Tours, we work with a TICO registered Ontario travel agency, International Heritage Tours (IHT), a subsidiary of Peerless Travel Inc. The TICO registration number for International Heritage Tours is 3319273, but was previously 4274452. The TICO registration number for Peerless Travel Inc. is 3319273. Effective October 2021, Peerless Travel Inc. became a host travel agency of Discover Bible Lands Inc. DBL is an Independent Travel Agent registered with their TICO registration number 3319273. This means Discover Bible Lands Inc. can advise on, provide, and sell travel services.
IHT is a non-witness travel agency, located in Toronto Canada. IHT work with many religious groups and companies to accommodate custom group travel. Obtaining IHT services do not conflict with our tours. We do not have dealings with any religious organization.
Our Managing Director, Brother Emile Solanki from Toronto Canada, passed both the Travel Counsellor and Travel Supervisor/Manager certification. We have posted these certificates on our website. These certifications allow Brother Solanki to be an Outside Sales Representative,. this means Brother Solanki can advise and sell any travel product to all members of the public on behalf of IHT. This additional step ensures a more compliant and cohesive practice.

4 KEY REQUIREMENTS FOR OUTSIDE SALES REPRESENTATIVES (OSR)
1. Agency owners are responsible for their OSRs
The host travel agency is responsible for the conduct of their OSRs, even if they are not considered employees of the agency. Host agencies are required to have a written contract with their OSRs defining their relationship. Although TICO does not provide a sample contract, the contract should state that the OSR must comply with TICO requirements, such as advertising, invoicing, and trust accounting regulations. Working without a contract is not only a contravention of the law but it creates added liability for the host agency.
2. Travel agency owners are responsible for maintaining internal controls
TICO registrants are responsible for the sales and activity within their business and must have internal controls in place. This includes:
- Ensuring that any trade names used by OSRs are registered with both ServiceOntario and TICO. Click here for more info.
- If the OSR will operate their own branded website, it must be part of the host agency’s registration with TICO. The OSR's branded website must include the host agency address, contact information and TICO registration number.
- Verifying that advertising standards are met by OSRs, including referring to the host agency’s TICO registration number, address and phone number.
- Issuing proper invoices to all customers.
- Safeguarding that all consumer funds are handled in accordance with trust accounting requirements.
3. Ontario OSR sales are the host agency’s sales
Travel sales from OSRs working for a TICO registrant are deemed Ontario gross sales and must be reported on the host agency’s FORM 1. All funds received from customers must be deposited directly to the host agency’s Travel Industry Act trust account within two days of those funds being received. Customer funds may not be kept by OSRs, nor can the OSR pay suppliers directly. All suppliers must be paid by the agency from the trust account.
4. OSRs must meet TICO’s education standards
Regardless of where an OSR is located – in Ontario, in another province, or as part of a call centre in another country – they must meet TICO’s education standards if they are representing a TICO registrant. This includes successfully completing the TICO exam prior to commencing travel sales.
PRIOR TO TICO CERTIFICATION
Prior to travel industry certification, TICO (Travel Industry Council of Ontario) confirmed Discover Bible Lands Inc. is able to provide JW Bible Lands Tours for Jehovah’s Witnesses globally. The official legislative classification used was Special Interest Travel. This provision applied to our customized faith-based tours.

On February 5th 2020, TICO wrote to Discover Bible Lands Inc. The full letter is provided below for your information. Here is a brief excerpt from the letter which is also included on this page below:
"...Therefore, at this time, Discover Bible Lands does not require registration with TICO..."
TICO confirmed Discover Bible Lands Inc. conducts a compliant practice. TICO saw Discover Bible Lands Inc. as a religious group facilitating private JW Bible Lands Tours for pilgrims of the same faith. This provision meant it was not necessary for Discover Bible Lands Inc. to hold a travel agency license or be registered. Again, this is because we are working with a TICO registered travel operator, International Heritage Tours.
These efforts were transparently conveyed to the public to provide further assurance of our commitment to always follow Caesar's law. (Matthew 22:21; Romans 13:1) We wish to bring praise and honour to Jehovah God in all we do.
